Arizona Public Service Installs NXVCT Optical Sensor with L-PRO Relay & TESLA Recorder

Arizona Public Service (APS) recently installed an integrated NxtPhase solution which included a 230 kV NXVCT optical voltage & current sensing system, L-PRO transmission line relay & TESLA disturbance fault recorder.

Successfully commissioned in April at APS's Deer Valley Substation in Phoenix, Arizona, the system is being

used for protection of the incoming transmission line & to meter power flow through a 230 kV- 12.5 kV, 100/133/167 MVA transformer.

Welcome Frederick Buckman to the NxtPhase Board of Directors

Frederick Buckman was recently appointed to the NxtPhase Board of Directors bringing nearly 30 years of experience in the electric utility industry. Frederick is currently Chairman & CEO at Trans-Elect Inc., an independent electric transmission company that buys, owns & operates electric transmission systems.

"Today's restructuring transmission industry opens up opportunity for businesses associated with flows & transactions of power across the electric power grid."

Certified Performance

Accuracy performance is a key benchmark for voltage & current transformers. As a testament to NxtPhase technology, NxtPhase will provide certified accuracy of performance better than IEEE 0.3% or IEC 0.2S metering accuracy class. This performance is sustained between 0.2% & 150% of rated current, greatly exceeding IEEE 0.3 & IEC 0.2S metering class standards

A Wide Band High-Accuracy SF6-Free Optical Voltage Transformer

(As presented at the IEEE 2002 PES Winter Power Meeting - Optical Sensor Conference)

In comparison to conventional instrument transformers, optical sensors typically have wider bandwidth, wider dynamic range & maintain high accuracy over a wide temperature range. A single sensor may be used for a number of applications. This paper includes test results & highlights of a specific installation Hydro Québec.

Light weight NxtPhase optical CTs & VTs easier to install. For example, the April 2002 installation at Arizona Public Service did not require a crane to place the 230 kV optical NXVCTs. Instead, a bucket truck was used to lift the columns (each column weighs less than the combined weight of two typical linemen).

Collected Data Enhances System Performance

Data collected throughout a utility's transmission & distribution system can be extremely valuable.

(Reprinted from Electric Energy, Feb 2002)
Once data is retrieved it may be used in a variety of different ways related to system performance. First, a utility’s control center needs the real-time data in order to manage their system’s generation, transmission, distribution & loading. If the data has been preprocessed into useful information (such as transformer overload monitoring or fault location information), system real-time performance can be handled more efficiently & effectively. Second, system performance groups require trend, system stability & transient records to review how the system performed during a period of system stress.
